Promotion and Enhancing International Cooperation of GreenMark Ecolabelling Program

The Eco-labeling is an international activity which has been looked upon as an economic instrument based on market mechanism to encourage the improvement of product environmental performance、as well as an important means to promote green consumption movement. Based on the definitions as stipulated in the ISO 14024 Standard、the type-I eco-labeling program is defined as a voluntary eco-labeling program based on multiple environmental criteria and third-party certification. The eco-label is a product label which is awarded to products with overall environmental perferability within specific product categories. And the purpose of awarding such labels is to provide consumers with confidence that products with eco-labels are environmentally preferable and may be purchased with confidence and peace of mind. The major tasks for this year’s project include: study the legal basis for Green Mark、review and revise 「Action Plan for Promotion of Green Procurement by Government Agencies」、participate in eco-labeling related international activities、implement follow-up activities on Green Mark products and conduct sampling and testing、and conduct planning for 2011 Green Eco-living Fair. After studying the legal basis for Green Mark Program、the Environmental Protection Administration has decided to include the legal basis for Green Mark during the integration process of Waste Clearance Act and Resource Recycling Act、and take care to maintain the comprehensive coverage of Green Mark. On participation of eco-labeling related international activities、Environment and Development Foundation (EDF) has participated in Board Meeting of the Global Ecolabelling Network (GEN)、ISO/TC207 annual meeting and GEN Annual General Meeting (AGM)、and will be hosting the 2011 GEN AGM. With regard to implementing the Green Mark products follow-up activities、during the year EDF has conduct product manufacturing process follow-ups on 234 Green Mark products from 38 manufacturers、and 21 type-II environmental protection products from 6 manufacturers. Product samplings were also conducted on laundry detergents、dishwashing detergents、water-based paints、household air conditioners and multifunction devices. The sampled products were then submitted to approved laboratories for testing.
